Greens challenge establish council tax system

Green party MSPs have made calls today for the Holyrood government to consider radically revising council tax system in Scotland.

In a bid to achieve a "wealthier and fairer" Scotland, the party is proposing the scrapping of council tax, replacing it with a land value tax as a fairer way of gathering finance.

Patrick Harvie MSP suggested that such a system would provide a wide variety of economic, social and environmental benefits, while aiding homes with lower incomes.

Those interested in purchasing a new home could potentially benefit from the Greens' land value tax proposals, which they claim would prevent developers from creating "landbanks", holding on to land before developing while waiting for property values to increase.

Mr Harvie stated today: "[Land value tax] will drive efficiency throughout the land-use system, make more land available and resist speculative planning proposals which distort the market.

"It will offer public benefits, which are currently captured by private interests."

The Guardian has described the tax as a "long-cherished socialist policy", although the Green party asserts that it has received only cursory attention from both the Scottish government and the opposition.
